Odisha Government Plans New Land Management Act to Modernize Land Administration
04-Feb-2026The Government of Odisha is preparing to introduce a new comprehensive land law aimed at modernizing and streamlining land governance across the state. The proposed Odisha Government Land Management Act is expected to be tabled in the upcoming session of the Vidhan Sabha and will replace multiple outdated and overlapping land-related statutes.
Revenue and Disaster Management Minister Suresh Pujari confirmed that the draft legislation is ready and has been developed through extensive consultations with land administration experts, senior revenue officials, and district collectors.
Unified Legal Framework for Efficient Land Administration
The new Act seeks to consolidate several existing laws, including the Odisha Prevention of Land Encroachment Act, 1972 and the Odisha Government Land Settlement Act, 1962, into a single, streamlined land governance framework.
Many of the current revenue laws date back to the pre-independence and pre-British era, leading to procedural delays, legal ambiguity, and inefficiencies. The proposed legislation aims to address these challenges by enabling:
-
Faster land settlement and mutation processes
-
Clearer land ownership and government land records
-
Reduced land disputes and encroachments
-
Greater transparency in land administration
Once finalized, the draft Act will be published on the Revenue Department’s website for public feedback before being submitted to the Cabinet and tabled in the Assembly.
Role of Digital Land Management Systems in Policy Implementation
Legislative reform alone cannot deliver efficient land governance without strong digital support. This is where Land Acquisition and Management System (LAMS) play a critical role.
Platforms like LAMS are designed to support government initiatives by digitizing and automating core land administration functions.
How LAMS Aligns with the Odisha Government Land Management Act
LAMS, a comprehensive GIS-enabled Land Management System, supports the objectives of the new Act through:
Centralized Government Land Records Management
A unified digital repository for government land assets, lease records, land use data, and ownership details—supporting transparent and accountable land governance.
GIS-Based Land Information System
Integration of Geographic Information System (GIS) mapping enables accurate land parcel visualization, boundary demarcation, and spatial analytics for better decision-making.
Digital Land Settlement & Workflow Automation
Automated workflows help accelerate land settlement, mutation, and approval processes, significantly reducing manual intervention and processing time.
Encroachment Monitoring & Compliance Tracking
Advanced spatial analysis helps authorities identify, monitor, and manage land encroachments efficiently, in alignment with updated legal provisions.
Data-Driven Governance & Real-Time Dashboards
Decision-makers gain access to real-time dashboards, audit trails, and analytics to track land utilization, compliance status, and policy outcomes.
Supporting Smart Land Governance in Odisha
The proposed Odisha Government Land Management Act represents a major step toward digital land governance, transparent land administration, and citizen-centric public services. When supported by enterprise-grade land management software like LAMS, the reform can deliver faster service delivery, improved compliance, and long-term sustainability.
As Odisha moves toward a modern land administration ecosystem, technology-driven land information systems will be essential in bridging policy intent with on-ground implementation.
